libastrometry-dev software package provides Astrometry plate solver (development files), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libastrometry-dev
libastrometry-dev is installed in your system.
Make ensure the libastrometry-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libastrometry-dev *
You will get with libastrometry-dev package name, version, architecture and description in a table
